A clone is simply a genetic duplicate of the donor. It doesn't necessarily mean that the clone would grow up in the same environment as its donor or that it would even vote the same way. Think of a clone of yourself as a maternal twin who was simply born much later than you were. You look alike, but that's about all you can state with reasonable certainty about them. So, yes, a clone is an individual who should have the same rights as the person who donated the genetic material to make said clone. As to how to differentiate them, try fingerprinting.
