The International Covenant on Economic, Social and Cultural Rights (ICESCR) is a multilateral treaty adopted by the United Nations General Assembly on December 16, 1966, and in force from January 3, 1976. It commits its parties to work toward the granting of economic, social, and cultural rights (ESCR) to individuals, including labour rights and rights to health, education, and an adequate standard of living. As of December, 2008, the Covenant had 160 parties. A further six countries had signed, but not yet ratified the Covenant. The ICESCR is part of the International Bill of Human Rights, along with the Universal Declaration of Human Rights (UDHR) and the International Covenant on Civil and Political Rights (ICCPR), including the latter's first and second Optional Protocols. The Covenant is monitored by the UN Committee on Economic, Social and Cultural Rights. From Wikipedia under the

Q. Carter signed it, will the senate ever ratify it. Will Obama urge the Senate? Presidents Ronald Reagan, George H.W. Bush, and George W. Bush opposed ratification. President Bill Clinton supported ratification, but sensing widespread opposition in Senate, did not push the matter. Asked by justgoodfolk - Sat May 10 22:39:08 2008 - - 6 Answers - 0 Comments A. One can not make that determination. President Bill Clinton was a Democrat who supported ratification, however the Republican controlled congress during that time opposed. Since the Covenant was opened for signature in 1966, Republicans have been in opposition to ratification. Obama's and Hillary's position and approach on this, is not clear. However, a Democrat elected president will most likely make an effort to ratify the CESCR, but a Republican, such as McCain would oppose because ratification would open up the door to a universal health care system here in the U.S., which the majority of Republicans loathe. So, all that I can say at the moment is that the US is in good company with South Africa, Cuba, Pakistan, Belize and those who… [cont.] Answered by Liberal City - Mon May 12 15:03:06 2008 Will a possible President Obama ratify the International Covenant on Economic, Social and Cultural Rights? Any Democratic president is much more likely to favor a UN covenant than the current one, or even McCain. But only the Senate has the power to ratify.
