How about making it mandatory to pass Physics 101 with a C average or better before getting a driver's licence?
Q. That would get a lot of stupid people off the road and the air would be cleaner. I would not trust anyone to drive a car who is too stupid to understand elementary algebra or physics.

A. I am not sure how this will get stupid people off the road and make the air cleaner. I am not sure what algebra has to do with driving or physics has to do with cleaner air. The best drivers in the world don't have to be experts at algebra or physics to drive.
