Adjustable rate mortages typically are tied to a short-term rate, short-term interest rates in the US are going down now and may continue to if the economy doesn't pick. Fixed rates are long-term so they are usually higher than short-term rates because there is greater risk to the holder so investors require a higher rate to compensate.
