A. The reason why George H.W. Bush had an aircraft carrier named after him was because he was an Navy aircraft pilot who flew off of Aircraft Carriers during WW2. Jimmy Carter had a submarine named after him because he served on a submarine chosen by Adm. Rickover for the Navy's nuclear submarine program. It was more of an honor for Carter to his naval service to have a submarine named after him. Right now we will just have to wait for the completion of the U.S.S. Clinton for now ;-).
