A. Short answer: It may Take some time. Im sure that several years ago, scientists created a formula, using about 14+ factors: Distance from a star ( Not to Hot or Cold ) Magnetic Field ( Protect from solar Radiation ) Liquid Water ( sdpeaks for Itself ) Atmosphere ( To Breathe + Protect from meteorites etc. ) and a lot of others. But it takes Thousands of Years for light to travel the distance from our neighbouring star systems, and thats at the speed of light. So we have a lot of learning to do before we are able to visit any "Habitable Planets". See link. Hope that helps.
