It worked with road pricing, millions of signatures and the proposal has been quietly dropped. It would seriously embarrass the Government. The problem is (of course) getting the signatures. You can use "round robin" style emails designed to be passed onto friends and colleagues. If it really started working the press would pick it up. And if they picked it up the broadcasters would probably bite. Each bit of publicity feeds the list which attracts more publicity as it grows. Worth a try.
